Usually, yes. Because I redraw by hand rather than auto-tracing, I can interpret rough or pixelated originals and rebuild them cleanly. Send what you have — I’ll tell you honestly what’s possible before quoting.
Enlarging stretches pixels — the blur gets bigger too. Vectorizing rebuilds the artwork as resolution-independent curves, so it’s genuinely sharp at any size. They solve different problems; only vector gives you a true master file.
